Fines for companies and individuals convicted of health and safety offences rose by an average of 39 per cent during 2001-2002.
The average increase from £8,790 to £12,194 during that period, reflects a toughening in attitudes by the courts, where fines are unlimited.
The manufacturing sector performed badly, and suffered a 47 per cent rise in fines. The construction industry was the worst hit, incurring a 62 per cent rise. The service and agricultural sectors remained largely unchanged.
