£400,000 fine for factory blast

The operators of a Scottish plastics factory destroyed by a fatal 2004 explosion have been forced to pay £400,000 for violating health and safety regulations, a Glasgow court has ruled.

ICL Plastics and ICL Tech pleaded guilty to failing to ensure workers were protected from fire or explosion and to neglecting a proper risk assessment.

The gas explosion killed nine people and injured more than 30 in May 2004.

Investigators found that the blast occurred because of a corroded gas pipe, which leaked propane into the factory's cellar. Survivors had to be pulled from the rubble by firefighters using rescue dogs and heat-seeking equipment.

Prosecutors decided the companies, rather than individuals, would be held responsible.
