Defense Department, Aerospace, meet to change procurement laws

Heavyweights from the Defense Department and the aerospace industry met the first week in May week to hammer out changes to the Berry Amendment.

The Amendment restricts the Defense Department from acquiring a number of items, including food, clothing, fabrics, and certain tools that are not produced in the United States. The aerospace and defense industry is impacted by provisions that apply to specialty metals.

They agreed on changes to the amendment that will protect the specialty metals producers, while also protecting the thousands of small businesses that support the Defense Department.

Attending the meeting from DoD were Deputy Secretary of Defense Gordon England and Under Secretary of Defense for Acquisition, Technology and Logistics Ken Krieg. Attending on behalf of industry were AIA Chairman Ronald D. Sugar, Vice Chairman William H. Swanson, and AIA President and Chief Executive Officer John W. Douglass. Sugar is chairman, chief executive officer, and president of Northrop Grumman Corporation, and Swanson is chairman and chief executive officer of Raytheon Company.
