NAM weighs in on energy policy

The National Association of Manufacturers (NAM) has hand-delivered a Key Vote Letter on Energy to every US senator, aimed at making affordable domestic energy available to US industry. The text follows, in full.

"June 13, 2007

"Dear Senator:

"On behalf of the National Association of Manufacturers (NAM), the nation's largest industrial trade association representing small and large manufacturers in every industrial sector and in all 50 states, I urge you to support robust, comprehensive and forward-looking energy policies. The Reid substitute to H.R. 6 fails to accomplish these goals, but we are prepared to work with you to improve the legislation.

"The NAM opposes proposals that would raise costs and levy mandates on industry, such as:

* Arbitrary Corporate Average Fuel Economy (CAFE) mandates;

* Price controls/gouging schemes that interfere with normal market

forces in addressing supply and demand imbalances; and

* Mandatory renewable portfolio standard (RPS) amendments.

"The Reid substitute does not adequately address our nation's energy supply needs. The NAM supports measures that would reduce our need for foreign sources of energy, while creating and preserving hundreds of thousands of jobs here at home, including, but not limited to:

* Environmentally sensitive development of the Outer Continental

Shelf, including legislation allowing coastal states to opt out of the federal moratoria; and

* S. 154, legislation sponsored by Senators Obama and Bunning that

would provide incentives to produce coal-to-liquids technology - without mandates.

"Manufacturers are leaders in the field of energy efficiency. We believe the Reid substitute's efficiency provisions can be enhanced, and we are prepared to work with you. Similarly, we support efforts by Senator Levin and others to improve the bill's CAFE language.

"The NAM's Key Vote Advisory Committee has indicated that votes in support of OCS development, coal-to-liquid production and the Levin CAFE amendment and votes in opposition to RPS mandates and price gouging schemes will be considered for designation as Key Manufacturing Votes in the 110th Congress NAM Voting Record.
